Heinz Fischer joined the Kriegsmarine in 1925. He commanded the torpedo boat T 23 from Sept to Dec 1935. He then went through long pre-war U-boat training and served in various positions before being sent his U-boat familiarization (Baubelehrung) before his first command (Busch & Röll, 1999).
Heinz Fischer commissioned U-29 on 16 Nov 1936 and commanded the boat until 31 Oct 1938. After that he was senior officer of Crew training for U-boats until June 1939. He then served in various staff positions with the U-boat School and training flotillas (Busch & Röll, 1999).
He commanded the 2nd Flotilla from May 1940 to July 1941 (acting CO from Jan 1940). During this period took temporary command of U-26 from 12 May 1940 to 8 Jun 1940 (Busch & Röll, 1999). He took U-26 out on one patrol where he brought supplies for the Luftwaffe to Trondheim, Norway during the invasion of Norway and then brought 31 tons of Iron ore as ballast back to Wilhelmshaven, Germany (Busch & Röll, 1997).
From Aug 1941 to the end of the war FrgKpt. Heinz Fischer commanded the 4th (Training) Flotilla at Stettin (Busch & Röll, 1999).
After the war he was detained by the Allies, being released in Sept 1945 (Busch & Röll, 1999).
